INVITATION TO SUBMIT EXPRESSION OF INTEREST (EOI)/TECHNICAL PROPOSALS FOR ENGAGEMENT AS A CONSULTANT TO FACILITATE CAPACITY BUILDING FOR SELF-SUSTAINABILITY OF NEMSA ACROSS THE SIX GEOPOLITICAL ZONES

1.0   Introduction

This is to inform the general public that the Nigerian Electricity Management Services Agency (NEMSA) is desirous to carry out some consultancy services under 2026 financial year.

1.1    In view of the foregoing, the Agency hereby invites Expression of Interest (EoI)/Technical Proposals/Firms from competent and eligible Consultants with experience and knowledge in the underlisted services:

 Project Description:

Lot No Project Description Scope
LOT-1 Engagement of a Consultant to Facilitate Capacity Building for Self-Sustainability of NEMSA for South-West region. As contained in the Terms of Reference (TOR) and the Request for Proposal (RFP) for the assignment to be collected at the Procurement Unit.
LOT-2 Engagement of a Consultant to Facilitate Capacity Building for Self-Sustainability of NEMSA for South-South
LOT-3 Engagement of a Consultant to Facilitate Capacity Building for Self-Sustainability of NEMSA for South-East
LOT-4 Engagement of a Consultant to Facilitate Capacity Building for Self-Sustainability of NEMSA for North-West region.
LOT-5 Engagement of a Consultant to Facilitate Capacity Building for Self-Sustainability of NEMSA for North-Central.
LOT-6 Engagement of a Consultant to Facilitate Capacity Building for Self-Sustainability of NEMSA for North-East region.

 

2.0   Eligibility Requirements:

Eligible contractors/firms are therefore requested to submit the underlisted information/documents;

  1. Certificate of Registration with Corporate Affairs Commission (CAC) including Forms CAC 2 and CAC 7;
  2. Evidence of Company Income Tax Clearance Certificate for the last three (3) years (2022, 2023 & 2024) valid till 31st December, 2025;
  • Evidence of Current Pension Compliance Certificate (PENCOM) valid till 31st December, 2025;
  1. Evidence of Current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2025;
  2. Evidence of Current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2025;
  3. Evidence of Current Certificate issued by the Bureau of Public Procurement (BPP) valid till 31st December, 2025;
  • Company’s Audited Accounts for the last three (3) years (2022, 2023 & 2024) prepared, duly signed and stamped by an accredited audit firm;
  • Company’s Profile indicating full company address(es) with functional telephone numbers and e-mail of the company;
  1. Verifiable documentary evidence of at least two (2) similar jobs executed in the last five (5) years including Letters of Awards, evidence of delivery and job Completion Certificates;

3.0   Submission of Bidding Documents/Opening of Bids

  • Expression of Interest document must be prepared in English Language and should be addressed to the Head (Procurement) NEMSA should be deposited in a designated tender box located at the Procurement Department, Block A, Ground Floor, NEMSA Corporate Headquarters, No. 4 Dar’ es Salaam Crescent, Wuse II, Abuja before 12noon Wednesday, 21st January, 2026.
  • Opening of the Expression of Interest/Technical proposals shall take place immediately after close of bids submission by 12noon Wednesday, 21st January, 2026 at the Procurement Unit, NEMSA CHQ, No. 4, Dar’es Salaam Crescent, Wuse II, Abuja.
  • Opening of proposals shall take place in the presence of bidders/representatives and interested members of the public. Note that, only shortlisted Consultants/Firms shall be invited for Request for submission and opening of Financial proposals.

 

4.0     DISCLAIMER NOTICE:

  1. This Advert shall not be construed as a commitment on the part of NEMSA to award any or all of the above contracts, nor shall it entitle any Consultant submitting documents to claim any indemnity from NEMSA.
  2. NEMSA reserves the right to take decisions on any of the documents received.
  • NEMSA reserves the right to suspend or cancel the bidding process at any stage if and when the need arises without incurring any liabilities to the bidders or proffering any reasons for such suspension or cancellation.
  1. The Agency shall not be responsible for any costs or expenses incurred by any Consultant in connection with the preparation of their documents.
  2. The Agency is not bound to shortlist any firm or to award any or all of the above contracts.
  3. CSOs, NGOs and other interested parties may consider this advert as a formal invitation as no such invitation will be published again.
  • Bidder to note that they are allowed to bid for any of the lots but cannot win more than one lot
